As he gathered the numbers to reject Clover Moores bid to progress the Small Bars Bill, Aqulina said that the NSW Government were yet to finalise their position on the proposed legislation, and needed more time.

With advancing the debate on the laws going to a vote, The NSW
ALP then voted 49 votes against the 39 votes of the Liberal/Nationals
and independents who were in favour of progressing discussion on
Clovers Small Bars Licence.
Clover Moore suggested that the NSW Government has now taken far too
long to table the rewrite of the NSW Liquor Act, and that public
support for her bill was now overwhelming.
