Clover Moore supports PoPE reform, but rejects broader planning reforms.

New Planning laws tabled in State Parliament this week pose challenges for the Member for and Lord Mayor of, Sydney - Clover Moore.


The new City of Sydney Council Late Trading Development Control Plan (LT DCP) for the city that aims to encourage laneway style developments with small bars will not work without PoPE reform, even though the Iemma Governments Liquor licensing package is due to commence from July 1.

"I also support the removal of place of public entertainment licences, known as POPEs, which have for too many years discouraged live entertainment in this State, favouring venues with television screens and poker machines. However, the eleventh hour introduction of the place of public entertainment reform is a cynical and transparent attempt by the Minister for Planning to get the support of the "raise the bar" group for quite shocking and undemocratic changes to planning legislation".

The Raise the Bar group acknowledge that the land use aspects of the Planning Bill being debated pose challenges for consent authorities, however, we are a single issue campaign, and we also note that PoPE reform was included in the exposure draft of the legislation tabled on April 3, 2008.
